prosperity. We are rich in mineral resources: oil, gas, timber, peat and rare earths. We have highly qualified professionals in all branches of national economy. Tomsk is rightfully called the "forge of skilled personnel". The production base of the Tomsk Oblast is also promising. Yet a lot is to be changed. The economy necessitates restructuring, the production must be made competitive and curricula of the educational establishments redesigned. After the years of unbelief and confusion we can see some progress and certain changes for the better. I am quite positive that these improvements will be favored by our openness to the rest of the world. A great number of things are still lacking in our life, among these information. Hopefully, this brochure will fill in a conspicuous vacuum in reference literature. Since information has been of universal value at all times, this handbook is sure to serve as a good guide to the Tomsk Oblast.
